Probably a mixture of both cause I remember watching h behind the scenes and they had their animators study ink and ash going into water to get the hair and smoke animation just right.
Budget simply buys the time for great animators to flex their skills and do what they want to do. If the budget isnt there, they simply cant. The greatest artists cant do what they want to without budget and time. A large budget with a bad artist doesnt make good work.
@@skeptical7025 Get this, Pfeiffer had struggles with pinning down the character's personality, initially finding her "too sexual," and then too dull. It's backed up by early Islamic myth. The Abbasaid Caliphate was expanding very quickly when the stories of Sinbad started cropping up. This movie is so underrated. If for nothing other than Eris. Literally one of the coolest animated characters ever. She never stops moving. Her hair is always flowing, her body is like it’s made of smoke and little tendrils curl off of her even when she’s just standing still. She can curve and swirl and take on any shape. If you like animation at all you NEED to watch Sinbad.
In animation, there's this thing called secondary motion. Basically, every main motion has smaller secondary motions in response, like the flow of hair when the character is running, or the way the flame moves off a torch that's being carried. She's my favorite study for secondary motion.

I’m actually glad she’s gets the spotlight in a movie like this. Eris is the Goddess of Discord. Chaos. She starts the Trojan war. But besides that? She deserves more attention.
Fun Fact: Before Dreamworks, alot of the animators worked at Amblimation, the animation company that made An American Tail: Fievel Goes West, and Balto. However the company was shutdown.
Technically she was the first villain to actually win and get away with her plan Most films have a a villain trying to do something with a goal in mind and fails But she succeeded And what’s awesome she did by getting involved in the mc journey
Eris was one of my favorite western animation villains. Probably because she is based of an actual mythological figure along with the myth of Tartarus where all Titans are bound and imprisoned… I’ve always been found of how, like for Hades, they make the figure still lovable despite the antagonization. The characters were just absolutely interesting. Alastor from Hazbin Hotel reminds me of Hades. Lenore from Castlevania reminds me slightly of Eris. The slithering sensation that such an enticing and cunning woman could take your soul and throw it away with little to no effort.
The lighting in animation in this movie always felt like a fever dream.. even now I feel like this animated movie tops a lot of current ones. Just different techniques i guess .
As she is a woman of her word. Shes like the only god to sow chaos than just dip when she was beat. She didn't throw a tantrum or lash out. She recognised sinbad beat her then she left.
Honestly in my opinion, the most accurate depiction of a greek goddess. Her attitude, selfishness, and lack of remorse, ambition, devotion to getting her way and reveling in the deaths of those in her way. She also emanates sex appral without showing that much skin. No ornaments or baubles. She knows shes stunning and doesnt need to dress provocatively or adorn herself, she simply believes in herself. Her body language is expressive and incredibly sensually sinister. And in all honesty ive never seen hair like hers before or since this film. Ive seen many floating hair sequences but none have ever captured the weightlessness of hers as if shes constantly in the void of space. The animators really executed her exceptionally

Sometimes I can't tell if the animation budget was through the roof or if it was average and the animators were just insanely good.
I'd assume the latter
Dreamworks has always been a step above the rest
Could be both
