On the vastness of NFSMods I often stumbled upon this mod, but did not dare to pay attention to it earlier, which I really regretted. If you are bored with the standard cops and you want more challenge in pursuit chases? I highly recommend this mod.
For the best effect already in races, I recommend ExtraOptions with the PursuitActionMode option enabled

В описании мода на сайте всё расписано. Если вкратце, основная задача мода, это когда они безостановочно тебя таранят с самого начала погони и жмут сбоку. Сложнее полицию делают.
