The secret is that he has no responsibily to track back or defend or even create chances as thats all been taking care of by other players. He essentially has free roam to run at defenders, shoot or play 1 two's. This is what brings the best out of him and guardiola knows this.

Quite often you'll see him double up with Walker on a player, Raz will cover the inside and Walker on the outside, he's not got the freedom to just attack.

Leicester have been one of the only exceptions in entire premier league history to win the league with virtually no one even considering them as top 6 contenders.
