This is because the central government is not making any development here, by the way, city is not the only option to visit, there are many places that you can visit, away from the noise and crowd, there are many beautiful places like Dawki, nohkalikai and much more that you can visit other than visiting a city. Also, cities is not always the good side of a country or a state.
