It's entirely possible that Saitama could kill Andy outright by undoing his curse with a punch, and it's also entirely possible that he wouldn't or couldn't. Saitama has killed several characters with respawn abilities who subsequently didn't respawn (Orochi comes to mind), but in at least one case, one of the very few characters to survive getting a serious punch from Saitama, Phoenix Man _was_ able to respawn after getting one-punched. Because there's this inconsistency, ultimately it comes down to an unknown power interaction. Saitama often negates his opponents powers with his punches, but not always. Would this be such a case? We simply can't say. It's entirely possible it's a draw.
