Draw an oval, put a curvy line on top, an arch below, an oval in the oval, make the curvy line thicker, draw random lines as eyelashes and voila, an anime eye

step 1: line for the top like dis but horizontal: ( step 2: spikies underneath where the bottom lash should be that's how I do it because I only draw cute anime girls (and sometimes guys)
