A better way to power-up Piccolo to the level of the other stronger character would've been to have the villain of the movie another namakian fighter. One that that had found a way to force fusion uppon multiple other namakian fighters on Namek against their will. Piccolo would've had to fight him, defeat him and at the end, this Namakian offers Piccolo to fuse and the power-up that comes with it.
