Definitely highest dps build, draw back is vortex armor break is stationary in ground so only good in raids where boss doesn’t move much to get full effect.

Updated old build, dropped cascade for breaker plus dmg shoulders and pants that add attack speed per zephyr, back to rolling surf helmet and chest with vanilla stormfury. This outperforms prior build dps by quite a bit. Same build as usual, harbinger buffs end after about 7 seconds and don’t refresh without killing something or waiting 30 seconds, so it’s impossible to test dps longer on dummy or you are missing 20% crit and 30% dmg. Out on the real world, you are constantly killing things (even in most raids as they have minions that appear) so the buffs are up 100%.

The great thing about no dash is that you can just turn on primary auto attack and stand still. You just have to manage your skills when they come off cool down. Makes playing easier for fights where there is not a lot of movement.

Tempest - No Dash Pve Build - raid

This build relies upon the new storm shoulders that greatly reduces stormfury cooldown to keep eternal stormfury primary attack speed buff up 100% of the time. Storm bleed pants to proc painclasp 100% of time. Cascade w/ dream and drown and chest to keep crit dmg debuff on enemies up 100% of time. The rest is pretty self explanatory. Don’t really need primary unless you need to mow down an ancient quick. Make sure to get magic affixes plus speed after killing monsters to get to cap 70% speed as you can only get 55% with rolling and max 20% from gems/magic. Also brawler paragon plus WB protector room to make your size bigger (speed is faster than 70% cap)
