Bro Im stupid i dont know if this will fix the problem for everyone but it worked for me instead of right clicking then clicking properties first left click the file to select it then right click it and click properties etc.

You should learn to speak loud and clear Imagine you in a big room and have to speak to the ones in the back for instance a class room. And then instead of pointing try to recreate the problem and then explain, nice attemp though but not really usefull.
