Although Len and Rin's designs are similar there are differences (hair, tie length, belts, little things like that) as well as personality (Len is typically more impulsive and silly while Rin is still upbeat but typically more laid back) Lenka and Rinto were mostly used in mmd memes, which focus a lot more on the vocaloids themselves being put in funny little skits rather than singing. So with the personality and design differences i'd say that their existence is warranted for the purpose they served
