I think what goes lost in translation with the use of this music for a chase scene is that this piece is played for relays at Japanese schools during their Sports Summit / Physical Education Festivals. They just reused it in episode 11 and it’s obvious to the Japanese what they are referencing, but we don’t have these events in the US.
