Okay i think the problem we had in this interview is mixing of words TITLE DEEDS and SECURITY OF TENURE DOCUMENTS. What the goverment is offering to commercial farmers is SECURITY OF TENURE DOCUMENT which gives the land holder some certains rights like acess to service's, loans and protects your offer letters amd lease agreements from being revoked by the MINISTRY OF LANDS without justification. SECURITY OF TENURE DOCUMENT does not give you ownership The GOVERNMENT OF ZIMBABWE STILL REMAINS THE OWNER OF THOSE FARMS. So what you are getting here is SECURITY OF TENURE DOCUMENTS not TITTLE DEEDS. So if you get a loan from a bank using this document (SOTD)and you default on your loan, the bank will reposses that farm and transfer rights to it(THE BANK). It can now apply to the MINISTRY OF LANDS to get the offer letter, lease agreement to be transfered to the BANK and it can sell the farm or hold on to the farm and get a SECURITY OF TENURE DOCUMENT.
