Looks like you were relly wrong about this one i mean not all characters have to be upclose and peronal i mean you can give her ranged moves but have to be close to someone to use it. Also tatsumaki can use stuff like her sister and is an easper which means she can control other things like earth

you don't need to mini uppercut. you can just do *(4 m1)* normally and then go forward and use homerun, a lot easier.
