I'm gonna say that idiom has a "little" more to it. You didn't address the mortal part. A fish will (die) out of water. And lets go to your "a party where you don't know anybody" example. How you might feel like a fish out of water. By NOT knowing anybody. The "shadiest" people will lock on to you fast. You will find yourself doing things that will make you wake up dead (maybe). I dunno, maybe I have been in worse situations than most.

It's less an idiom, more an analogy, because you can figure out what it means with a literal interpretation; biting off more than you can chew would cause some discomfort and it might well force you to stop and change your choice or regret it.
Yes, if you use it with food consumption topic, but if you use it with something different it will be an idiom😊 - He always jumps at any task, but does nothing! - He bites off more than he can chew.
@Ok.English. Well, I mean, it's a food phrase, so applying it to something else is what would make it an analogy. But I'm not an expert, so maybe I'm missing something, and I'll defer.
