Can i gain fluency?

Hello, I listened to this beautiful video and understood its content from the first attempt. Can you evaluate my level based on this information? I studied English and reached approximately level three, but I neglected it for several years, which caused my level to drop. I called this stage "the first journey" of learning English, and I dedicated 150 hours to studying during it. Then, I started "the second journey" 11 months ago. I was diligent in my studies, which were consistent as I didn’t skip a single day. The total study hours reached 1,250. However, despite my efforts, I haven’t felt satisfactory progress. Still, I continue to learn, although I sometimes feel bored. At first, my study routine consisted of listening and shadowing techniques (imitating speech immediately). But since the sixth month, I intensified the shadowing practice. Currently, I use the shadowing technique for 10 minutes daily, in addition to repeating separate phrases after the speaker. Also, 40 days ago, I started using artificial intelligence to practice speaking. Could you give me guidance? Wishing you all the best.
