The World Bank Inspection Panel

The World Bank Inspection Panel is an independent complaints mechanism for people and communities who believe that they have been, or are likely to be, adversely affected by a World Bank-funded project. The Board of Executive Directors created the Inspection Panel in 1993 to ensure that people have access to an independent body to express their concerns and seek recourse. The Panel is an impartial fact-finding body, independent from the World Bank management and staff, reporting directly to the Board. The Inspection Panel process aims to promote accountability at the World Bank, give affected people a greater voice in activities supported by the World Bank that affect their rights and interests, and foster redress when warranted.

Great learning
Missed the live session. Very good session with a dedicated team. Welcome the reforms. We also also have situations where the good is the enemy of the poor. Defining who is the PAC is, is important. In the MUTP 2 project in Mumbai, the local businesses shared the same geographical location as the slum dwellers. Both were PAC but had different resolutions. The local businesses had more clout and expected a differential compensation and hence also delayed the resettlement process. The independent panel was unable to differentiate between the two sets of PAC's at first. Both the slum dwellers and the local businesses both constituted PAC, but constituted different interest groups and it was important for the Inspection panel to understand these nuance. The devil is indeed in the details. MUTP 2 instigated a very successful project where the slum dwellers and government worked together towards a resettlement plan, minimizing conflict. It is something to celebrate. The complaints scared the good things that came out of the project.Great work IP team.

I remember that I contacted Mr Gonzalo for about three years ago concerning a project that affected my community in Ethiopia which I got a fantastic response. The issue is not resolved yet but tomorrow is the last day for some technicality approach which I took this from the letter from WB homepage "referring a letter from October 5, 2018 requesting the World Bank to close the above captioned credit and to subsequent discussions between representatives of the Recipient and the World Bank wherein it was clarified that Closing Date be brought forward to October 26, 2018" this is great for the Bank so that the borrower can continue to do as they like with that poor community. Very sad but true. I wonder if IP could investigate this issue for the sake of the truth? I thought maybe someone within the Bank could have the guts to stand for the truth but NOT. Anyways there is always someone out there always ... many blessings to you all
