Thank you for this helpful video! I analyzed E PRTR data, specifically CO2 emissions, and noticed that numerous companies report their emissions although they are very much under the threshold. Any ideas why this could be? Are they really all reporting voluntarily or are there additional regulations on CO2 that make small-scale emitters report to the European PRTR?
