at face value, it's a bittersweet ending with emphasis on bitter =>earth is even more devastated than before, probably barely habitable and beyond repair with humanity slowly trickling back in a haphazard manner from an existentially harrowing experience and nerv is destroyed with most of the staff dead however from a symbolic point, it's a poignant happy ending =>throughout the show, we saw the devastating effects of running away from emotional pain and angst with the climax being the 3rd impact itself only for the protagonist to learn and embrace the reality that self-acceptance, not escapism and the approval of others, is the foundation of happiness that embracing the reality of emotional pain is the 1st step to be truly living instead of merely persisting
