I come from Germany, where everything is illegal, and now live in the US. Is modifying the exhaust like this legal everywhere in the states?
You should probably check the state laws and with local law enforcement on sound level regulations if you are concerned. However, 9/10 times this is perfectly legal. Most places are quite lenient with sound levels. The only time I would be concerned if it was legal though, is if it was straight piped. Most cops honesty don’t care if it’s loud as long as you aren’t shattering their ear drums.

The Borla Atak exhaust may very well be the best on the market. Horsepower increases will be minimal, maybe 10-12 but it sounds great on a Challenger GT.
