I always thought Penny's low post game was severely underrated. Like the youngsters like to say nowadays: he had a 'bag' way ahead of his time. In my humble opinion, perhaps one of the best ever in that regard for a guard. With the exception of Michael Jordan, I don't recall another PG/SG in the 90's NBA showing such flair and skill in the low post (maybe Gary Payton would come close, and I can't count Magic since he retired too early in the decade).
