The Government Pension Offset (GPO) doesn't penalize, or reduce, benefits of a Government retiree. Instead, it penalizes, or reduces, the benefits of a non-Government worker who is married to a Government worker. A non-Government worker who pays into Social Security, is entitled to have his spouse get a smaller Social Security payment, in addition to that non-Government worker's direct Social Security payment. It's this spousal benefit for a non-Government worker that is penalized by the GPO. The non-Government worker is not double-dipping, just because his spouse gets this reduced payment. Congress just lumped together the WEP and GPO because they could, even though the the justification applied only to the WEP.

This is four decades in the making. We’ve not voted accordingly. Trillions being cut in Social Security as proposed, many people do not know how their two Senators and one Representative intends to vote. Does he or she call it an Entitlement ? Follow Rep Larsen CT who details the problems and says Scrap the Cap. It’s unfair in every sense, billionaires will never break ranks and voluntarily pay higher Social Security. It’s never been easier to contact Congress, your three, online. All 535 should get letter mail. They’re not doing anything because we permit it.

Quit saying we would get benefits we don't deserve. Our statement from social security says we met the requirements to receive our benefits. So don't steal from public servants who met the requirements. No one will ever want to work in public service unless they work their full career in public service. I took a job in library service and now I can't afford to retire. I hope my health can hold into my golden years. I'm already in mid sixties and I was shocked to learn about this back in 2001.

Why not let people who are vested in SS but affected by WEP buy additional years of service at the same rate their SS contribution would have been for a year of work. This should help those harmed by WEP without burdening the system.
