Not sure who commissioned this and for what reason but the Facts are ...1) Scotland has traditionally imprisoned more people than in most other European countries some for minor offences and in some case mental health problems but the SNP long since introduced community sentencing for minor offences ahead of the situation in rUK where prision overcrowding is much more of a problem which is why prison releases there have been much higher pro rata than in Scotland. Scottish prisons have 14 times more capacity per head than in rUK. 2)) Young people are no longer sent to adult jails. 3) The re-offendinfg rate for released prisoners is much lower than in rUK. 4) IMPORTANTLY overall crime in Scotland is at an all time low (not rising as one speaker said). 5) Scotland has more prison spaces than rUK so overcrowding is not as acute. 6) A recent report indicated that those being incarcerated is projecterd to be 28% above that in Scotland. 7) IMPORTANTLY Only NON Violent Prisoners and those for NON SEX crimes are being released early and the Chief Executive of the Scottish Prison service concluded the Prison service in Scotland is well managed.
