The room where the water drained is near the place you fought the running shoats, but you cannot open the gate, need a key. You can get it from various quests around chapter 14, but you had better done those before the sewers. Strangely enough, bombs AREN'T weak against ice damage, they only get the normal amount ... but they are staggered just like anything else by the exploding block of ice. Fire linked to elemental in armor, even if elemental isn't maxed, it is usually the best way to deal with them. Also, bombs are easily staggered if hit during Inflame or fire breath.
