Tatsumi for sure but emperor lacks the experience to use that Teigu to its fullest if you ask me but ill give a run down about Why Tatsumi (Manga only) Obliterates in base Incursio In there very first fight he was able to overwhelm Budo's lightning which Budo is stated to be near/on par with Esdeath,Tatsumi was able to overwhelm both of them with Esdeath not being able to land a single blow and Tatsumi being able to land 2 decusive shots. Even Esdeaths trump card Mahapadama which freezes time and space has 0 effect on Tatsumi and is shown to be the only character in the series who can still move in stopped time and is able to land a kick on Esdeath, this would scale Tatsumi to immeasurable speed. This would also put Tatsumi far above Akame full power since in the fight with Wave he stated multiple times that he would only need one hit to finish her while Tatsumi in just a few punches was able to push Wave to the brink of death Meaning Wave who can 1 shot Akame is nearly killed in a few punches from Tatsumi Tatsumi>Wave>Akame

In the anime he isnt strongest unless its golden form but in manga base Incursio negs the whole verse

@@zahedmohiuddin Thank God someone pointed this out lemme give you a run down of Tatsumi's unfathomable growth compared to his fodders Tatsumi in the very first chapter defeated a giant monster that imperial guards couldn't believe and was able to fight Akame evenly in there first encounter and even tried tricking her with the wooden token to make her think she killed him (Didn't work tho but clever) Leone decided that he was good enough to join night raid which is the biggest assassin organization in the show which also is insane at his age. Every fight Tatsumi fights way more experienced and way older opponents than himself and after he gets Incursio he proceeds to obliterate 95% of the show and cast with 1 shot Think about it Compared to Akame and Esdeath there both adults who have so much more experience in a fight and are near double his age yet Tatsumi is still the strongest in the series even before dragon form came out. He was able to move in FROZEN TIME against Esdeath and was able to overwhelm her in there battle all in his teen years? If the story does continue I swear not even plot can save the antagonists

@@zahedmohiuddin he didn't die the anime is noncanon in the actual story he lives and I won't spoil it but read the manga it's infinitely better and I was going crazy in some chapters

Esdeath literally treated Tatsumi like a joke, shes way stronger and only lost after Najenda prepped an entire plan to kill her with 10 teigu users and a 100k man army.

@shokouthecat280 Tatsumi was able to land 2 blows on Esdeath in there first fight and with one of those being he overpowered Mahapadama and was able to move in frozen time granting him immeasurable speed. Esdeath was not treating him as a joke after that and Tatsumi is half her age with infinitely higher potential

@@ZRLegacy He moved in her timestop for like a second in their first fight. In their second fight he completely adapted to it but got one shot.

@@ZRLegacy Tatsumi only reached continental because Akame killed tyrants soul and let Tatsumi gain control of him. Meanwhile Esdeath reachs continental in her base form and can output multi-continental levels of energy with her ice storm

In the manga he was able to one shot Akame which is insane but Tatsumi nearly killed him in a few punches so he isnt the strongest but in the manga Wave is an absolute W character

so you guys understand why base incursio utterly obliterates every version of akame In the manga base incursio was able to not only go toe to toe with Esdeath and Budo simultaneously but completely overpower Budo's lightning and managed to land a decisive blow on Esdeath which even Akame couldnt believe was possible. Esdeath was even forced to use her trump card Mahapadama which freezes space and time itself which in the anime Akame was only able to predict Mahapadama even in her strongest form but in the manga (1st fight) she was completely frozen, Tatsumi however in BASE incursio was still able to move and landed a kick as well. This can even be scaled to immeasurable speed since Tatsumi can move in frozen time. Thus Tatsumi speed blitzes Another way to prove this is the fight with Wave in the manga where Akame needed Leone,Lubbock, and Mine's help just to push him back and had 0 chance of victory while Tatsumi overpowered him to the point where wave states himself that he would die within a few blows. Thus Tatsumi takes Strength as well And even if you want to debate demon form Akame she still gets obliterated since waves armor didnt budge from Murasame making it impossible to scratch Tatsumi's, as a bonus its stated that Tatsumi has immunity to all forms of poison which could even nullify its 1 shot kill ability completely.
