Are the NPCs vagrant sims you create but kick out, or are they absolutely random sims you havent even put in your neighborhood?

I have all the dlc's installed but i cannot seem to be able to change the lot type to residential apartment. Does anyone have any idea what to do?

for those who don't know how to make the 'make npc door' option show up, follow these steps: 1) ctrl+shift+click on the door 2) press "add the ability to add triggers and activated behaviours" 3) ctrl+shift+click on the door again 4) make npc door should now appear if it's not showing up, then that means there is no room with a public marker in between the door you're trying select as an npc door and the outside.
