It was an exchange between Walter Mondale and Gary Hart who was then rising in the polls and threatening to wrest the Democratic nomination from Mondale in 1984. Hart touted his "new ideas" and in a multi-person debate Mondale cut Gary Hart down to size by comparing his new ideas to the then-popular Burger King commercial which asked (of other burger makers) Where's the Beef? It was silly but it became sort of a cultural moment and did seem to undress Gary Hart. There are various videos of the moment available on RUclips.
