well depends a little bit what you define as central .... I have seen offers near Nakano for about 100$ but then again I am a tiny little bit further away in Suginami and already pay ~650 for 23m² but at least I do have a toilet a bathtub and an airconditioner

This is extremely dystopian to me, and the fact that you claim you could live there is crazy. You compete even for basic ameneties we used to have when we were still nomadic tribes. For a comical example that is so until you find yourself in it: say you are sick, due to food poisoning. Your neighbor has the same problem. Who gets to use the toilet? Must you strategically start wearing a diaper you can fill when you start filling ill? Living like this is dehumanizing.

I am keen to build storage like japanese wall cabinets. Using a full wall is so much more space efficient than random height and size dressers and shelves. The few free storage should be the most important items.
