Raglan fucked up. If you think about it, "Time's Up" means that Sam survived 'till 6 AM, which means the puppets weren't fed in 5 full days. That is the dealbreaker between the Devil and Raglan, because if Sam dies before 6 AM at this night, Raglan's not gonna die, he was close to breaking the deal, but he would have gotten away if it was the canon scenario. But Sam survived, and Raglan paid his price.
