I mean, this was SPECIFICALLY stated in the manga (slight spoilers though I don't actually say any events that happen). She falls in love way too easily with both girls and boys, it doesn't matter, especially if they're bloody. It's not even a sexuality thing, it's an obsession coming from her desire to be like them. That would imply that she's pan since gender is not part of her "needs" so to speak

Toga I don’t believe should be seen as any form of sexuality or diverse LGBTQ+ icon. She is the embodiment of someone with a broken love map her entire idea of love is incorrect. She confuses love for hunger and lust. Though if she got her head on straight she might’ve realized she was bi at most.
