It is called an "eddy". It happens every day in every river. Some are big, some are small, and it kayaking we call ones the size of our kayak a micro eddy. The line between the two flows is called the "eddy line". It is all part of fluid dynamics.

Ummmm, not miracle and I fail to see how this has any correlation to "tidal forces". I grew up along a river that flooded, as this one seems to be at some part of a flood stage, twice a year at minimum. During normal flow, you can get short and narrow channels where water flows in reverse. During flood stages, you can get areas like this where water will flow in both directions in longer and wider channels. However, during normal flow, the river will not do this.

To date there are no dams in the world running more than one turbine hall and so power recovery is lost. In 2016 in Australia a test was run on a retrofittable system allowing dams to have up to three turbine halls. this system can have 90% of the install with the dam online
As per my experience I have also seen one turbine hall after visiting different power houses
