We're using a mix of traditional 5e rules and then modifying some of them to suit the framework of our homebrewed world! We modify spell rules as well to suit a potion based system- for instance the effects typically are as the rules written, but the manner in which spells are cast or how spell slots work are a bit different. There are potions where you just have to have skin contact, there are potions that you have to drink or have blood contact with, and there are potions you have to smell! And since they are potions, characters can easily have their "spells" stripped from them if they are confiscated from their persons. Or, if they don't have time to make more potions or wouldn't realistically have access to ingredients. It's not full proof, especially since we're improv-ing the whole thing, but we wanted a level of complexity to the spells that would require justification rather than just being able to cast magic.
