This is definitely in a 0 altitude area! Check your AirMap app! However, since it says it was recorded 4 years ago, maybe the rules were different. I’m betting they were not! 😑

This is a nice video of Wilmington but it does look like the flight is much higher than 400 feet! I know the rules have changed a lot since 2015 but I would not think the 400 feet rule was any different back then.
