what's the best Canvas resolution for background? like im using 1920x1080 landscape for my sketches and animation and i want to zoom in and out the background.
I don't recommend zooming in and out using the camera as it will make the background blurry at any resolution, normally editing in the background with a video editing software is better free ones like screenshot video editor is easy and quite useful, the only reason I see zooming , planning and doing slight camera adjustments is when you are sketching ideas 💡. Hope this helps
how do you move frames to elsewhere from the original frame you drew it from to somewhere else in your animation planning? for example pose to pose animation as one comes up with 'key' 'storytelling' poses in sequence then afterwards move them down the timeline to various positions leaving spaces for inbetweens to be done.
Click on the frame you want it will have a black shade that indicates you can edit it and then just drag it in the timeline , however you can't drag it onto a different layer type

I know im a year late lol, but what layer would be best for making a background on? Vector? Or bitmap?
Bitmap later is best to work with if your not planning on doing crazy zooming in and out of a scene, how ever if you are doing close up shots of a background and a zoom in and out camera a vector layer is better as you do not loose the quality of your lines since bitmap becomes smudged and pixelated, this is if it's a final product if your just making a story board or sketch Bitmap is the right choice
