There is a documentary about Tommy the Clown called Rize

Tommy the Clown, kept kids off the streets in LA with dancing, and helped create Krumping which was the dancing the dancers were doing in the room. He's an LA legend and a positive influence. He also had Dave Free in the video, that's who was dapping him up during the shipping container scene - his childhood friend who he said his fiancee cheated on him with and that's who was really the father of his kids. Dave Free also helped direct the video as you can see at the end. Kendrick was addressing two different lies Drake put out. By having Whitney (his fiancee) dance in the living room with their kids after Drake said he beat her and that they are not together, and that she sleeps around on him. Then had Dave Free both co-direct and appear in the video, after saying he was really the father of Kendricks kids. Another reference the shipping containers are supposed to be a reference to sex trafficking because that's how they transport people, so he is calling Drake a predator again lol. Kida the great is a famous dancer, he's one of the dancers in the shipping container scene (the one with the short hair). You should look up the videos that break down all the references and easter eggs in the video, Kendrick is so good!

The clown is Tommy the Clown, it's a LA thing. Their clothes are airbrush also popular in LA. Everybody has Tommy and his dancers at their birthday parties.
