The reason this is a reboot of the universe so to speak, goes back to the PS3 originals. The true ending of the original Neptunia game, which was originally meant to be a one shot game, was completely different than the true ending of Rebirth 1. It had a concrete ending which didn't leave room for a sequel with the 4 goddesses, thus why when it ended up popular enough to get a sequel, it was called Mk2 and was a soft reboot of the franchise.
