Was the opposite for me, I always wondered why they made Pacifica so small in comparison. Didn't expect the DLC to be in the Dogtown area neither tho.

I noticed like on my third playthrough like "wait a minute, I haven't even seen those Pacifica buildings up close, tried to go and saw it blocked off, but it got me super curious about what could be on the other side, and oh boy did they expand on that.

If you're curious if it's possible to get out of the city this way, unfortunately it's impossible. It can be solved in different way.

Totally empty and pretty unimaginative. And the ship is big, so it can't even land on smaller landing pads. I tried it in New game +, so I didn't like it. But that's my opinion.

Here, for example, the border guards are policemen. So it's not that stupid, although there were regular border guards at the Nomad start as well. So I understand what you're getting at.
