Lake Livingston Dam Operations During High-Flow Events
With the historic rainfall and severe flooding that has plagued Texas recently, many have asked questions about the Lake Livingston Dam and its operations during high-flow events. This video should answer all of your questions, but comment below if you have a question we didn’t get to answer.

    As a fisherman I have enjoyed many an hour of fishing below the dam. In years past the area between the dam and 222 was pristine fishing. Hundreds of fishermen fished that area daily getting bag limits. However, since the building of the hydro plant that has all changed. The fishing has been totally destroyed in that area.

    Lake Livingston is my favorite lake. It's always trippy to see my lake, on a television screen, when home movies aren't a factor. I'm blown away, that I get to see a video like this. A video that discusses the actual function of the dam. I've learned a few new things today. I could never imagine something like this, growing up in the 90s. Thank you for putting this out there.

    OK, now yall have ran your C.Y.A. videos, as a City of Houston Engineer, for the past 30 years, Do yall need some Help. 1st. Times have Changed, And just running a Dam to Maintain the purposed pool level is a Joke. And repeating your Negative Points by different people, is alot like our current Contrys Operation, Right. Adjustments Must be made over time to have a Positive Outcome for all . Taking into Account the Negative Effects of over Building our Cement City's, with improper Design and Engineering. It's time to lower the Pool Level SetPoint. Keep the Lake Level lower will Add a Much Needed Buffer Zone as reducing Stress on the Dam and Levy System. Then Re-engineer the Levy System to utilize a Piping System that runs from Levy into the Trinty River that way Pool Level can be Automatically Controlled With out Mechanical Devices and Electricity. Which Would Prolong the Life Operations of the Mechanical Gates . Which still can be used to Enhance a better Controlled Overall System under High Rain Activity between the Dam and Dallas. It's a easy fix. But I'm Sure the Patch Job going on , Is All the little people that would be Effected is all we Deserve. Like the Current Administration in the White House. Lower the Pool Level. Re-engineer the Levy, Triple Check Mechanical Gate System, Along with Saving Operating Cost, It will work.... or the banddade, that will Wipe out Towns, People, LiveStock, Let's get something done besides just Contoling a Pool Level. Thank You, Just Pray about it and then just do the Right thing. It's Easy. Please let me know if I can help further. I'm Retired and Available.

    You have sensors all the way to Dallas so you know how much water is coming so you could lower the lake level to except it so you don’t flood everything above the lake!!

    It is now 3:27 PM my time on today July 1st, 2024. I have an additional warning for all individuals in the path of imposing flooding. This comes directly from my Higher Power God. For a little history, I was gifted back in 2021 with the knowledge of the great Storm of 2024. Needless to say, I have been extremely anxious and depressed these past few years. Undoing the attention on me, I will say I have been in prayer about this, especially lately. I did warn a few back then but was told id probably need to keep my mouth shut as I would look crazy and that is was probably my conscious mind talking only. However, I remained faithful and believing in both God and humanity. Here is the message just bestowed on me this morning which I highly recommend any listening ears to hear with the upmost respect for our future.."I will not tolerate anymore sin, unlike your leaders, teachers, synagogues and presidents. So tell them that I don't give second chances. And that's the real tragedy of it all." So, may God bless us all. ❤

    I think it would be a very important duty of the TRA to not only warn those of us who live immediately downstream of the Trinity River when you have potential issues with the mechanics of the spillway and dam, but to also give us details on what those issues are and what is needed to repair them. For instance, at the gates damaged, is any concrete on the spillways failing, etc.. It would help everyone to make decisions on what they are currently doing and if they should stop or hold off. Remember, there are many of us that are in the repair and recovery stage of the April/May 2024 flooding event. Should we stop, in case there is another flooding issue or even a failure of the dam?

    The Mississippi River has been dredged to remove excess silt and sediment to reduce flooding. Why can't the same be done with the Trinity River? It's much smaller!

      I came to a neighborhood below the dam in 2011, had my house livable in 2014. I have endured two major flooding events since then, Harvey in 2017 and this 'unnamed' on in 2024. The last one was far worse than Harvey. The Trinity River has naturally expanded in capacity as these major flood events occur. The water volume and rapid push have increased the width and depth of the river sending the emptying earth downstream. It eventually goes into the Gulf.

      @lanesharon it has definitely widened it, but at the same time not all sediment goes to the Gulf..it's deposited along the way.

      @@kmparker17 I know that. The lake I live on has gotten less and less deep with each flood. A lot of silt has raised the bottom of the lake.

    “Failure watch” is something people are going to want to understand . . . Maybe that is what you refer to near the end as far as looking for anything unusual. Bigger picture though, is this normal for an earthen dam or is there a suggestion that the dam was not designed, constructed or maintained as well as it could be (presumably not through any fault of yours but maybe for historical or budgetary reasons). Overall I wish we had the tone of transparency like this video in California.

    Isn't it negligent to not take action when doing so can save property and lives? I mean, in Texas we even have a law called Failure to Render Aide. If I see someone lying beside the road injured I can be charged criminally for not helping them. Your job is to maintain the water level. If you know that your actions or inactions can lead to injury, death or loss of property don't you have a fiduciary responsibility to the public?

Keep believing what they tell you then, every dam has flood control capabilities it’s the fact they don’t want to because “I’m a hydroelectric dam”. Bullshit. You must not live off the river but if you do you’re naive and gullible. Guess what? A hurricane is coming and they won’t lower the lake for incoming water. The other dams are lowering the levels. Here goes more dead animals and probably people! Use common sense, if I’m going put a plug in a sink and leave the water running it’ll flood the house, but, I don’t want to be responsible or in trouble so I’m going to make up what makes me look good and say “it’s a safety plug to retain moisture in the sink to prevent cracking”. No that’s stupid. That’s not being held accountable.

    Regardless of rain, why don’t you pre-release based on incoming water flow from Dallas? You mentioned in the video that pre releasing might aggravate the situation downstream. If you are NOT flood management why is that a concern or a point of discussion in your public video?

      We are not asking you to control discharge from a weather report of how much rain is coming in. We are asking you to use the abilities that you have to look at the incoming flows , historical records and high levels from the north and make adjustments accordingly. If you were to monitor level at the Riverside gauge as an indicator of how high the water will be at the dam in a day or two and begin making adjustments it would benefit everyone both up and downstream. The current procedure of doing nothing until the level is too high at the dam causes an emergency opening of the gates, which floods the downstream section unnecessarily. There are times in the last two months that the level at Riverside was 6 to 8 feet higher than at the dam.

    If TRA is not flood management why does it not replicate the flow of the river as if the reservoir was not there? If the guidelines are to replicate the flow of the river as if the reservoir was not there why is the key driver metric based on the level of the lake at the damn and not the flow of the river before the reservoir that your team is trying manage and eliminate from the equation? Regardless of Livingston rain north/south of the Damn, your data readings show water coming down from Dallas at increased rates. Why is the water not released at those rates if you are trying to replicate the river as if the reservoir was not there? This is the water that backflows and inundates communities near the mouth of the lake where the river fills the reservoir.

    So here’s my question. Yes there has been flooding in the past but nothing like this, that’s left homes flooded for over 45 days. So what your doing isn’t working. Why can’t you start pre-releasing like Lake Houston? Why can’t you dredge to increase the flow? Why can’t you see something has to change? You are flooding people out of their homes and destroying lives.

    It makes no sense to not take preventive measures (pre-release) when you know with high certainty a significant rainfall event will take place letting people flood before TRA takes action. It is time to change the 60 year old governance rules or the management of TRA!!!

    So you are saying this ONE time it would have effected the counties below the damn? I have not seen my pier in 45 days! You need to dredge the river. This is ridiculous to say the least. There are places that use to be alot wider but silt and debris has caused a back up. My hoise is in a 500 year flood plain but received close to a foot of water. DO BETTER!

    Why isn't it a requirement for standard maintenance of the river to dredge the river every so many years. All the silk and mud that the floods drag back into the river. 10 years ago the river that we live right next to was easily 50ft deeper.

    If you pour cooking oil down the sink . Pour dish washing liquid with it. with hot water

      I run hot water for a minute or two, close the drain, fill the sink with a mix of hot water and soap and then keep running the hot water while I go take a piss after hearing the water run that long :D Never had a clog doing that, but I also keep my hot water tank around 135-140f to prevent any chance of legionaries.
