Where did you get the music?
The hat man could be Nicky? It’s a low chance but it’s possible since Tiny build favorites him as a character, they made a game dedicated for him. “Nicky’s diaries ” so this could be Nicky spying on the neighbor and everyone involved, slowly getting info. Also some more proof is that in the last episode (as of now) Nicky is traumatized when he got captured by the neighbor. Just a wild theory lol

I think i know who the man in the hat is. I read that two detectives from Germany where the Petersons were and came to the USA to find Mr Peterson and any clues on the kids that died at some theme parks he made. So I think his one of them trying to arrest Mr Peterson
