It's indeed not safe to use as many security vulnerabilities can be noted since the last update. I've switched to Brave. You can install Brave from Google Play Store or Aurora Store.
By default, Brave is NOT PRIVATE. You need to change some settings for a better experience. I'll make a guide soon

I think what he was showing was a way to set it up so that when a device connects to your mobile Hotspot the traffics already being secured through TOR.

Nice question. Both Tor and Orbot use same library to connect to the Tor network. You cannot do the same on single device. However you can use orbot on other device and share the internet via hotspot. Then connect to tor. This way you can use orbot and tor together. (In order to make sure that tor's ip is shared via hotspot, you will need to turn on "open proxy on all interfaces" option under orbot settings.
