Without kurama, he wouldn't sustain creating multiple clones. Remember that multiple shadow clone jutsu is a forbidden technique because of the amount of chakra needed for the user. He wouldn't be half as strong if he wasn't a jinchuriki in the first place.
Uzumakis have enormously large chakra reserves, he didnt use kurama chakra out of V1 cloak til late in jirayas training
