My pinky just cant reach far down enough on the fret on Am/F# to make a good tone and it buzzes like crazy

Is it necessary to learn this finger picking ? I want to learn this song so I can get more into acoustic playing. Also is this standard tuning ?

I really love the chord substitution in bars 13, 14, and 15 based on a Dm7 chord shaping with the descending bass line instead of the Am, Em, Cmaj, Bm changes, as the Bm and Dm7 have the common tone of D. Paul Simon came to play this variation and you can hear it on live recordings, particularly on the Greatest Hits album
