I can't find Nilou but Cyno are there with Wanderer talking about TCG. Also Layla at the cafe behind Katheryn and Aranara near the tree at the blacksmith guy.
@AlHantham one possible reason i could think of is that maybe you have a quest that involves nilou that is still active, that's what happened with me, wanderer and cyno is not there because i haven't finished cyno's story quest
Also, there's one more aranara near the waypoint near treasure street, just find the "u" shaped road

@henryestandarte2489 you have to finish each tribe's specific tribal chronicles before you can access this, and can only be unlocked after you advance to a certain point in the Natlan Archon Quest
How do you do that?? What guess do I have to do??
You can get her after you clear the endgame content called "Apocalyptic Shadow," though to unlock this, you have to progress with the trailblaze mission up until penacony. The good thing is, this is a permemant reward, no time limit, so you can take your time.
