Loot tables are seed dependent in 1.20 , so the first 3 wither skeletons are guaranteed to drop skulls on this seed. I found this seed from a seed list made by Duncan. I don't understand this glitch very well, but what happened is that the falling sand got replaced by a random block after 2 relogs. The chance of nether portal is about 1/1100. This glitch is called UGBC (Universal Gravity Block Conversion).
