In my case i had low cpu and gpu usage, what worked for me was turning off Vsync, and set a FPS target on amd control panel to match my monitor frequency. Hope that helps anyone. CPU Ryzen 5600, GPU RX 6650 XT.

Fortunately, new technologies like DLSS from Nvidia and AMD are helping close the gap between graphical fidelity and performance.
