I don't have the time interpolation option in my premiere pro.
I have two Canon 70D and neither will allow me to change the frame rates to what you say, in fact my menus do not look like yours as far as Movie rec. size - mine is set to 25fps which is 1920x1080 other than that I can change to 50fps that is all but its at 1280 why??
If your menu screen looks different, it could be that your camera is physically newer than ours and running a different firmware version. Sadly the 70D can't support 1080p at 50fps natively. Something like the Canon 200D can support that higher frame rate at 1080p.
That is because PAL and NTSC have different menus. Just change your Video system to NTSC and you will find 60fps ( not worth the 720p though in 2021)
