But i mainly lean more towards him not having it because story-wise (manga spoiler) Luffy is already fighting the elders who are higher in rank, overshadowing and replacing the admirals as the new main WG villans. (at least in my mind) So story-wise it i dont think he needs it. That and also the fact that Akainu didnt use conc haki during marineford against whitebeard. If there was a time to use it, that would have been it.

Her greatest feat was besting a King Ghidorah that would put Heisei on a shirt, and freezing the entire plant over for a long period of time. Also, Shimo gets all forms of strength because of how much hevier she is than Heisei. When Heisei shows a feat greater than freezing the planet (which he never has or will) talk to me again.
