I cannot provide legal counsel but you can try using rocketlawyer or similar to write a contract for deed and promissory note. However each state varies. In the contract for deed he holds title so you must trust that he will keep taxes paid and not get a lean against the property etc. A better way would be to actually do a Deed of trust where he becomes essentially the bank. However there are many ways to do this, definately worth it to pay a lawyer a few hundred bucks to write things up clearly where you bother agree.

For most Rural counties there will be few building codes outside the city limits but the cities might have their own department and codes. On our seller finance deals we generally don't let you build a permanent residence on the property until after the loan is paid off. However, if you work with a good local bank, sometimes you can get a construction loan with enough to cover the land payoff, or an assumption of the land mortgage. Best of luck with your project!
