40k additional visa were added to the 66k visas
That’s not how the additional visa works. More importantly those visas were issued last year and the year before as well it isn’t the first. The fact still remains that the 66k is for first timers and it hasn’t increased.

I won’t know for sure. It could be a number of reasons
