Utilizing this move in neutral instantly got me from fujin to almost kishin. The thing about is it's +9 on block. B4 is 18f startup. If an opponent is a masher, and in low blues all of them are, they will get baited into fat 120dmg CH almost all the time. Even against better opponents you'll be able to steal a round with this once, which might be enough to win you the set.
