2 things my friend wisp is pretty good not gonna lie she was nerfed also city ranks or server ranks of India dnt really matter grind enough games on the hero and u can get a top rank on any hero

Also the biggest downside we felt with wisp was her ultimate which made her unable to move and was short distance we wanted to include her in honorable but that would make the list way too long
